Bosnia and Herzegovina has been involved in Tempus programme since 1996. In the last 18 years (1996-2013) the country participated in 154 projects, including 109 Joint Projects, and 44 Structural Measures. In addition to that, 111 Individual Mobility Grants have been allocated to support the mobility of teaching staff. Total value of all these projects and grants was about 34.5 million EUR. These projects have been implemented in the following four phases:
First phase (1996) – started with the implementation of Pre-Tempus program. The main objective of this program was to provide basic equipment for universities and to launch the first 7 Pre Tempus Compact Measures (CME), valued at about 1 million EUR. These projects covered topics, including university management, training of international relations offices and providing foreign language trainings.
Second phase (1997-1999) – started with Tempus I and II. In this period 79 projects were implemented, including 18 Joint European Projects (JEP) and 61 Individual Mobility Grants (IMG). Total value of these projects was about 5.2 million EUR. They covered various topics, including curriculum development, promotion of national and European dimensions of the study programs, improvement of infrastructure, and promotion of cooperation between entities and universities.
Third phase (2000-2006) – started with Tempus III. This was important phase because BiH signed the Bologna Declaration in 2003 and HE reforms were intensified. In this period the country participated in 128 Tempus projects, including 52 Joint European Projects (JEP), 24 Structural and Complementary Measures (SCM) and 52 Individual Mobility Grants (IMG). Total budget for these projects was about 15.6 million EUR.
Forth phase (2007-2013) – started with Tempus IV. In this phase four Calls for proposals were published. The First Call for Proposals was published in April 2008. Under this Call, 9 projects involving Bosnia and Herzegovina were selected, including 6 Joint Projects (JP) and 3 Structural Measures (SM). Total value of these projects was about 2.8 million EUR. The Second Call for Proposals was published in January 2009. Under this call 7 projects involving Bosnia and Herzegovina were selected, including 4 Joint Projects (JP) and 3 Structural Measures (SM). Total value of these projects is about 2.4 million EUR. The Third Call was published in November 2009. Under this Call, 6 projects involving Bosnia and Herzegovina were selected, including 3 Joint Projects (JP) and 3 Structural Measures (SM). Total value of these projects was about 2.1 million EUR. The Fourth Call was published in October 2010, with the deadline of February 15, 2011. The results of this call were published in the beginning of July 2011. The Universities and other relevant institutions from BiH are involved in 8 projects, including 6 Joint Projects (JP) and 2 Structural Measures (SM). Total value of these projects was about 2.2 million EUR. The Fifth Call was published in November 2011, with the deadline of February 23, 2012. The results of this call were published in August 2012. The Universities and other relevant institutions from BiH are involved in 13 projects, including 11 Joint Projects (JP) and 2 Structural Measures (SM). Total value of these projects was about 2.3 million EUR. The Sixth Call was published in December 2012, with the deadline of March 26, 2013. The results of this call were published in October 2013. The Universities and other relevant institutions from BiH are involved in 10 projects, including 9 Joint Projects (JP) and 1 Structural Measures (SM).
